In my opinion giving advanced notice allows the worksite being inspected to make sure it is running in the best shape possible therefore you do not get the effect of what happens on the worksite in day to day operations. Giving advanced notice also allows sites that may not be operating within OSHA guidelines to hide the little things they are doing which may not fall into OSHA’s veiw of safety. So overall i do not think that OSHA should be able to give advanced notice when it comes to an inspection because once notice is given the old violations that will be caught are the bigger ones that they are unable to hide prior to inspection date or infractions that are simply because of lack of knowledge.
